INDIAN 5 Tuesday, August 6, 1991, Vero Beach, Press-Journal County Junior ROTC Spared Defense Budget Cuts By GERI ASTON Press-Journal Staff Writer The Vero Beach Junior ROTC program will not get the ax under U.S. Defense Department budget cuts. "We're in good shape," Program Director Lt. Col. Robert Fox said.

"We're funded." "We are definitely delighted about it," Chief Master Sgt. Joseph D'Ambrosio said. Nationwide, there are 316 Junior ROTC units the same as last year, Air Force ROTC chief of Media Relations Terry Boksan said. Five units closed voluntarily nationwide, but five new units opened. However, Junior ROTC funding has dipped compared to the past three years.

Funding dropped from $14.6 million last year to $12.5 million this year. The $14.6 million figure was higher than normal because of uniform purchases for programs nationwide, Boksan said. Junior ROTC programs received $12.7 million in 1989 and $12.9 million in 1990, Boksan said. "This year is pretty much in line with the other years," she said. The local unit will receive about $30,000 for costs like instructor pay, books and uniforms, Boksan said.

In June, local Junior ROTC officials expressed concern that the program would be cut because of Defense Department budget trimming. If the program had been cut, students already in the program may not have received the pay upgrades they normally get when they go into the military or ROTC college scholarships, D'Ambrosio said. In addition, students who signed up for the program this year would have had to rework their schedules. About 150 students have signed up for Junior ROTC this year, Fox said. Program activities already have started, he said.

Students are getting their uniforms and 15 students will attend the Summer Leadership Encampment at Patrick Air Force Base next week. Under the plea agreement, Michael Phillip Chance would be placed on probation for up to five years after serving a four-month prison sentence for contempt of court, said Chance's attorney, Charles Sullivan Jr. In addition, Chance's initial charges were lowered Monday to false imprisonment, trespassing and battery. Waverly Place, Vero Beach, died Aug. 4, 1991, at Florida Hospital South, Orlando, after a brief illness. He was born May 21, 1921, in Poland and had moved to Vero Beach from Miami two years ago. Ralph Cioffi Ralph P. Cioffi, 60, of 3656 Mockingbird Drive, Vero Beach, died Aug. 4, 1991, at his residence after a prolonged illness. He was born Oct. 10, 1930, in New York City and moved to Vero Beach 11 years ago from Pound Ridge, N.Y.

Mr. Cioffi was a fireman in the U.S. Navy and with the New York City Fire Department for 17 years until retiring in 1975. He was a member of the Center for the Arts. Surviving is his wife, Dolly; three daughters, Maria Louise Saunders and Gia Marie Sommers, both of Vero Beach, and Carole Anne Bronzino of Roswell, his father, Orazio Cioffi, Bronx, N.Y.; three brothers, Pat Cioffi of West Milford, N.J., Theodore Cioffi of Bethpage, N.Y., and Robert Cioffi of Nanuet, N.Y.; a sister, Rose Marie Cioffi, Bronx, N.Y.; and six grandchildren.

Instead, it was a notice sent out over the weekend by Indian River County Property Appraiser David Nolte. The notice, as required by state law, listed the proposed nonad valorem assessments for next fiscal year. The assessments will be part of the overall tax bill mailed by Tax Collector Gene Morris in November. That tax bill will have to be paid.

It will include both non-ad valorem fees and property taxes from the county, municipalities, school board and others. He was a native of Cleveland, Ohio. The son of the late Dan and Kacirek Pottinger. He was a resident Sebastian, Florida for 18 years before moving to Tennessee and then to Georgia.
